Position Summary:
Responsible for administering and supervising the land development review process and providing complex professional planning analysis involving development regulation and special projects related to the utilization of land.
Number of Direct Reports (include titles): 1-Development Planner, 1-Planning Technician
Essential Job Functions:
Supervise the coordination and function of the development review process. Evaluate staff performance, assess training needs and develop improvements to workflow.
Coordinate the pre-submittal and technical review processes. Review submitted plans and approve as appropriate. Coordinate with other reviewing departments.
Prepare and present Planning Reports to Plan Commission. Draft ordinances for City Council approval.
Research, analyze and provide information and recommendations for amendments to codes, ordinances and procedures, and for special projects.
Serve as a liaison to inform citizens and/or public officials regarding the development process, planning issues and concerns.
Represent the Planning Department as requested for City sponsored projects.
Preferred Knowledge - Abilities & Skills:
Education/ Experience:
Masters degree in Urban Planning, Geography or related field
5-7 years experience in planning with focus on development
1-2 years leadership or supervisory experience in urban planning
Knowledge, Skills & Abilities:
Extensive knowledge of the principles of urban planning and the development process
Extensive knowledge of plan implementation, program design and management methods
Extensive knowledge of City, State and Federal policies and ordinances as they relate to planning
Skill in leadership and facilitating interdepartmental cooperation and teamwork
Skill to communicate effectively both verbally and in writing
Skill in the operation of software programs such as word processing, spreadsheet applications, geographic information systems, data base applications and presentation software
Ability to establish, implement and oversee methodologies for data collection, analysis, and studies related to development planning
Licenses & Certifications:
Valid Class C Texas driver's license
American Institute of Certified Planners (AICP) Urban Planner certification preferred

Description
The Department is working on a number of exciting and challenging projects, including coordination of regional transportation projects, updates to several of its general plan land use elements, such as updates to the Mobility and Housing Elements, drafting of a new Health Element, planning of Transit Oriented Development along future fixed rail lines, development of design overlay and specific plans, implementation of the bike plan and the review of new development projects. Interns' tasks may include:
- Issue-specific research and analysis, including field surveys
- Policy development, report and recommendation writing
- Review of development projects for design and plan consistency
- Review of CEQA documents
- Web site development and maintenance
- Community meeting preparation, participation and outreach
- Graphics creation using SketchUp, Photoshop, or Illustrator
- Preparation of presentations

Planning Internship - Manchester, NH
Southern New Hampshire Planning Commission, NH
The Southern New Hampshire Planning Commission (SNHPC) is offering a research internship for an undergraduate or graduate student. The intern will work with the SNHPC staff on numerous planning related projects.
Applicant must be a continuing graduate or undergraduate student available to work at least 37.5 hours per week for six months. He/she shall have a good understanding and keen interest in planning and community development. Programs used are Microsoft Word, Excel, PowerPoint, and GIS program ArcView 10. Excellent interpersonal and writing skills and high initiative also required. The applicant must provide their own transportation to and from the Planning Commission’s office in Manchester, New Hampshire. Salary is negotiable depending upon qualifications. Applicant to start by June 1, 2012 or soon after and the position will remain open until filled.
