Required Skills

The Lafayette Redevelopment/Community Development Department has an immediate opening for a Planner/Project Manager position. This position will work directly with, and serve as a liaison to, city officials, representatives of various boards and commissions, state, county and federal agencies, local committees, business organizations, owners, managers and employees and interested citizens for a variety of purposes including explaining and interpreting department policies and procedures, providing technical assistance and coordinating department initiatives among other activities. This includes, but is not limited to, planning and implementation of community development, economic development or redevelopment projects related to preservation of neighborhoods, affordable housing, downtown revitalization, historic preservation, business recruitment and retention, public/private financing, job creation, and improving opportunities for all citizens particularity low and moderate income households. This position administers and assists with various community economic development financing and incentive programs, including but not limited to, tax increment financing (TIF), enterprise zone incentives and tax abatement among other local, state and federal programs.

The position will supervise and direct assigned projects to completion including drafting financial and legal documents for review and use by others, developing informational materials for government officials and the public while meeting budget and time requirements. Research statutes and regulations, guidelines, handbooks, memoranda, training manuals, and other publications for program’s compliance. Arrange meetings, conferences, planning sessions, and in other ways facilitate cooperative program efforts. Provide technical advice on the development of new programs and projects. Collect, compile, manage and/or analyze primary and secondary data for activities as needed. Seek and secure outside funding as needed including negotiation with vendors and property owners and other duties as assigned.

The ideal candidate will have a minimum of a bachelor’s degree, preferably in planning, business or public administration or related field and equivalent combination of training and/or work experience. Master’s or law degree in related field preferred but not required. The candidate must be proficient in word processing, spreadsheet, and database software applications. Knowledge of, and experience with GIS mapping, CAD software, desktop publishing or other related software is preferred but not required. The successful candidate will have a high level of motivation, attention to detail, good math/finance, oral and written communication skills, a combination of tact, courtesy and firmness in dealing with partnering agencies, community groups and the public, and the ability to work independently without close supervision, as well as with others in a team environment. A valid drivers license is required.
