EXAMPLES OF DUTIES: Under direction, assists in traffic analyses and preparation of traffic studies for City of Long Beach facilities, transportation projects and environmental documents (EIR/EIS); manages and assists in the review of consultant traffic studies; assists in the review/analysis of regional transportation studies/issues pertaining to outside agencies such as SCAG, Los Angeles Metro, Caltrans and USDOT; conducts or assists in the review/analysis of traffic issues; conducts or assists in the analysis of regulatory (e.g., Congestion Management Program) and legislative issues; assists engineering staff in development and conceptual design of roadway and rail facilities; collects, develops and analyzes various types of data for use in City transportation studies; evaluates and develops strategies on funding issues; may represent the City at outside agency meetings; and performs other related duties as required.
REQUIREMENTS TO FILE: Graduation from a four-year college or university with a Bachelor’s Degree (proof required)* in Transportation Engineering, Urban Planning or closely related field with an emphasis in transportation planning AND two or more years journey-level experience in transportation planning, transportation engineering or traffic engineering. A Master’s Degree in Transportation Engineering, Urban Planning or closely related field may be substituted for one year of the required experience (proof required)*. Proof of a valid motor vehicle operator’s license, including a current DMV driving record, is required at time of appointment and must be presented to the hiring department at the time of selection interview. *Applications will not be processed until all required proofs are received. LOUISIANA RECOVERY AUTHORITY The Louisiana Recovery Authority (LRA, www.lra.louisiana.gov), located in Baton Rouge, LA, seeks a full time Director of Community Planning to lead the agency’s work on community recovery planning issues across Louisiana. As the state agency responsible for oversight of recovery programs in the aftermath of Hurricanes Katrina and Rita, the LRA coordinates with federal, state and local governmental partners as well as non-profits and foundations engaged in recovery efforts. The Director of Community Planning will be responsible for the following: • Serve as the state’s liaison to parish and municipal governments on community recovery planning issues and programs • Serve as the Interim Executive Director for the Office of State Planning and oversee the strategic planning, staffing plan, and operating budget for the transition of the office into a permanent cabinet-level office. • Oversee the continued approval process, outreach, and monitoring of the Long Term Community Recovery Program • Oversee community redevelopment policy for state-acquired residential properties though the Louisiana Land Trust (LLT) • Oversee the implementation of the Parish Planning Capacity Building Program • Coordinate with Louisiana Speaks to ensure implementation of key recommendations and top priorities, and coordinate with the Center for Planning Excellence (CPEX) on statewide planning projects • Share the status of long term community planning initiatives with the LRA Board and the public
Preferred qualifications: Master’s Degree in Planning and seven to ten years of progressively responsible professional planning experience, or an equivalent combination of education, training and experience. Knowledge of principles and practices of land use planning required. Knowledge of strategic planning principles preferred. AICP certification is preferred but not required.
