The Planner II - Charlottesville Housing Leader position has been created to provide leadership and direction for the City’s housing programs, covering the needs of all sectors of the housing market. The successful candidate will be a doer and a creator, not a paper pusher. Charlottesville is looking for an innovative individual who can:

create and preserve opportunities for both homeowners and renters through education, counseling, and outreach and partnerships with developers and non-profits;

propose policies and ordinance changes which will help achieve the City’s goals of affordable housing;

encourage, establish and maintain public and private partnerships with community stakeholders involved with housing programs and related sources of funding;

connect citizens in need of housing services to appropriate service providers;

ensure development plans align with housing and land use principles as presented in the City’s Housing Strategy and Comprehensive Plan;

analyze complex financial and programmatic issues;

research and replicate best practices within the housing field;

report on, collect, manage and evaluate financial and statistical data using easily understandable formats;

administer funding for the City’s housing programs including organization of RFP processes, establishing financial accounts and contracts, and monitoring recipients for program compliance;

perform other related tasks as required, such as: prepare and present semi-annual reports for City Council, City Planning Commission, and the City staff; attend City Council, Planning Commission meetings as needed; serve on and staff local and regional housing committees; and respond to inquiries from the public.

Performs responsible professional work in the handling of a variety of assignment in the City Planning Department; does related work as required. Work is performed under the regular supervision of the Director of Planning. Supervision is exercised over subordinate technical and clerical personnel. Primarily and most frequently the work done here is performed independently, with diverse functional areas and more specialization and ability to train others.

Essential Responsibities and Duties:

Performs independent work in the development of analysis and recommendations regarding current physical, social and economic projects and allied phases of the comprehensive plan for the City; Reviews subdivision and site plans for conformity with principles of good planning and land use practices in adjacent development and for compliance with subdivision and other regulations; Drafts proposed zoning and other ordinance changes, legal ads and notices; Prepares elements of the General Plan relating to a wide variety of social, economic, physical and facility planning, including housing and neighborhood, historic preservation and capital improvement planning; Prepares a technical study and reports for the City Council, City Planning Commission and City Manager; Attends Planning Commission, Architectural Review Board, Zoning, Zoning Appeals Board and City Council meetings; Responds to inquires from the public regarding planning activities; Performs related tasks are required.

Education, Experience and Skills:
Experience: desired in housing planning, finance, real estate, housing advocacy, rental assistance counseling, grant administration, site planning and the development review processes.

Knowledge: housing development and redevelopment financing and program development to bring new housing or redeveloped housing into the city market place; philosophies, principles, practices, and techniques of City Planning as they pertain to design and development of urban and regional areas, housing planning, research, neighborhood planning, zoning, and community redevelopment activities; State and City Codes and of the various ordinances, codes, and regulations pertaining to planning, zoning, and urban redevelopment; fiscal cycles and corresponding funding application processes; and housing market finances and complex financial packaging with the ability to execute decisions and agreements.

Ability: to plan, organize, carry out,and present complex topics, the ability to supervise personnel, and the ability to establish and maintain effective working relationships with associates, subordinates, municipal officials including Economic Development Department staff representatives of other agencies including local public housing agencies, developers, the financial community and members of the general public. A valid driver’s license is required.

Education: A Master’s degree or equivalent education and experience is preferred. A combination of education and experience equivalent to a Bachelor’s degree in Planning, Finance, Real Estate, Business or a related field is required. Computer and financial skills as well as experience in managing or administering housing programs are desired.
